I realize that this is state and not a city issue, but I'm hoping you can escalate it. The pedestrian island at the NW corner of 10th and the Bypass has a defective crosswalk signal. This is for the crossing from the island south across the mouth of 10th street. It does not give the verbal cue to "wait" and it does not trigger the visual pedestrian signal (white silhouette). There are several street lights out from the intersection with Adams on the west until the intersection with Rogers on the east. There are out here or there or appear to be very dim. I have seen our "pink" street lights go from normal brightness to dim even sometimes as I am passing one. What causes this? Does this mean I should try to report it? Not sure if this is the correct category, but there's a low hanging limb on Gordon Pike between Rogers and Old St. Rd. 37 over the eastbound lane that's slightly obstructing traffic.
