Last night I tried for an hour to upload the required documents for a residential parking permit for my son’s car. The system rejects both pdfs and jpegs repeatedly. Today, I came to city hall to get the permit in person, and I was redirected to parking services on south walnut. When I arrived — at 12:45p — only one person appeared to be in the office, and she was unable to process the request and give me a residential parking permit. She indicated that the “person who could handle it,” was at lunch and would return at 1:30p. Like many, I presume, I used my own lunch hour to make an in-person visit to obtain a required residential parking permit. Staffing choices and, essentially, an office closure during a Bloomington resident’s traditional lunch hour seems inefficient and ineffective. I am standing in the parking office awaiting the return of, seemingly, the one person who can process my permit request.

Citation #25204400447 issued 2/7/2025 to my vehicle a silver Subaru Forrester for $30.00 indicates that I did not pay to park. I have enclosed my receipt that I, in fact, DID pay $3.50 for up to 9:14 pm and I also have my receipt from Discover card showing payment to Park Mobile starting at 6:14pm for $3.50 but wasn't able to include more than 1 photo. I have other photos of proof, 1 with details that I had paid from 6:14-9:14 but we left around 7:30. Another one sent at 8:59 pm from Park Mobile that my session was about to expire. At that time we were already home. We are elderly and obviously handicapped, please take care of this issue. Contact me at 812-345-5677 if you need further proof that I paid to park. There is a house next to ours and they continue to park on the grass near a deep ravine in front of our house and other houses. I have asked them to park on the pavement, but it continues. We do not have concrete curbs on our street. Also they park on both sides of the street and making it a hazard for any emergency services to get by. Also, the grass helps keep the structure of the ravine.
