Reported by BikeSmith (112 S College) a homeless shelter made out of cardboard was erected on their rear deck, between 113 S Gentry and 117 S Gentry, next to 119 S Gentry. Smoking continues to occur around north CH entrance, trash enclosure, bench/covered rest area, etc. This does not meet the no smoking regulations per city policy or state law. When raining smoking occurs under awnings near entrances and between county and city. Being subjected to this as a resident walking through or a worker walking through is not great. Please address this.
