Neighbors have dogs barking through the night but appear to be home, completely ignoring the animals.

Hello, I am looking to get some advice on how to trap a racoon that continues to come into our home. We have sealed off the cat doors several different times and it continues to come back. We have purchased a have-a-heart trap and used marshmallows, canned wet cat food, canned tuna, etc and it's not working. If there are other things that we could be trying please let me know. A very neglectful hazardous and neglected situation for animals, neighborhood and community at large. There are at least. six pit bulls two of them being pregnant no shots, not neutered not spayed no food no electricity no water and they’re not allowed outside so it is full of dog poop and stolen goods. Drugs are an issue in that home with the dogs as well as the owner

There is a black cat that hangs out near the Rail Trail that needs to be removed. I was walking a dog on the trail yesterday (6/14/2016) and we had a run in with the cat. This cat jumped out of the brush into the middle of the trail and started hissing at us as we approached. The cat would not move out of the way, arched its back, and walked towards us on the trail, hissing at times. We retreated and a bicyclist came by and the cat lunged at the bike. About a month ago I was biking on the trail when this same cat lunged at my bike then ran off the trail and began clawing at and climbing a tree trunk while hissing and making noises. This cat is dangerous as it does not seem afraid of people on the trail - and not in a friendly manner. Can someone from animal care & control go back there to trap and remove this cat? I don't know the exact location - I enter the trail at the Somersbe neighborhood and the cat incidents have both occurred a few minutes north of Somersbe.
