wouldn't give name. Winslow Park women's restroom. The woman who called in was in the restroom when a young (@ 24 years) man, tall & thin, came in. He was wearing a P & R shirt. He did not knock or announce himself. When the woman told him that "this is the women's restroom and there are people in here" he stated that he did not care and that he had a job to do. Foster went to License Branch, Tuesday, May 12 & while there questioned license branch procedure. Employee he questioned called Police, and BPD officer asked Foster to lv and not return. Foster claims he is not unreasonable and wants to know why license branch employee's word was taken over his. He is going out of town tomorrow & can't get his license plates.
