BELIEVES THE TENANTS AT 200 S JEFFERSON ARE PARKING ON THE SOUTH SIDE OF 4TH WHERE THERE IS A NO PARKING AND THEY ARE ALSO PARKING ON THE GRASS IN FRONT OF THE NO PARKING SIGN.
