She's extremely concerned b/c it has bitten 2-3 people already. She said she contacted Animal Control and was told to to simply stay away. Can anything else be done?

Ms. Smith filed a complaint last week regarding 2-3 bags of trash in the yard, the trash was taken care of before the inspector came out. However, there is now a bag of trash sitting under the pine tree with a big pine branch over it. The bag is still there even after trash day.
