There is trash everywhere, the grass is unmowed, the oil from the car's is running in the street, and is a hazard to children and pets. He did this before where he lived around the corner at Cottage Grove and Monroe. The owner of the house is Nora Neeley, who is in Fountainbleau Nursing Home.
