MR ELLIOTT IS CONCERNED THAT THE CONSTRUCTION OF THE SEWER MAIN WAS NOT INSTALLED PROPERLY AND THAT EACH TIME CBU DOES ROUTINE SEWER CLEANING OF THE MAIN, HE EXPERIENCES A SEWER BACKUP.
