Garbage in front & back of the property; foul odor coming from the house due to numerous animals; rats in the yard which can be seen from the school playground across the street.
MS. SPANKS STATED THAT HER RECYCLING WAS IN PLASTIC GROCERY BAGS AND THE THE CREW TOOK THE RECYCLING BUT THAT THEY TIED THE PLASTIC BAGS TO A TREE IN HER FRONT YARD.
Sidewalk is being affected.
Trash behind the house.
Yard overgrown; trash overflowing; junk car in back yard; alley brush overgrown; very unkept property.
