FAULTLESS WOULD LIKE CITY TO TRANSFER MONEY FROM ANOTHER FUND TO CORRECT PROBLEM. MR. FAULTLESS WANTED MAYOR TO FORCE UTILITIES TO MOVE AHEAD WITH PROJECT.
