There is a new 10 unit apartment building at the corner of Smith Avenue & S. Washington Street. They have an enclosure for their dumpster that faces Smith Ave. The enclosure is full of trash that they can not get the dumpster all the way in. The dumpster is half on the sidewalk with a lot of trash. The students from the Project School have to walk in to the street to get around the mess.
