Leaves are piled up at 3712 E. Brownridge Rd and Fieldcrest in Hoosier Acres. This is blocking drainage. Can they be removed soon?

The first house on sunset has vehicles parked on the road that have not moved in a year. This is causing weeds to grow, blocking the gutters/sidewalk.
It's not inaccessible, but the parking lines around the square are now completely invisible this morning, under a light dusting of snow. I contacted the City about this two months ago, and got a message saying that it was "resolved" and that they "would be painting the lines this week." They remain unpainted. I am the County Recorder, I work in the Courthouse, and I and many others here arrive before full light in the winter. We cannot see to park. Please get these painted at the earliest possible date. The admin lot onM (Just behind Dimension Mill, the one that the city is letting Dimension Mill members park in) has two handicap spots however the signs are not secure and fall down frequently. A member reported this to me so I'm not 100% sure of the details.
A resident reached out to us via Facebook about this handicap on-street parking space that was blocked by plowed snow at the southwest corner of the square, on College Ave. at the intersection of Kirkwood Ave. on Saturday evening, January 26. The snow is likely melted by now but I am reporting this issue for the sake that it be logged.
1231 S. Fess has a large tree branch down that hangs into the street. Parking is at a premium in this area.
I have been calling about this car since 2016. It has been turned around but is still parked in front of my house. The plates say 16. I was told by a policeman in 2017 that it would be moved in three days.... when I called 2 weeks later I was told they had new plates.... doesn't look like it. We could use the parking please. It has been right in front of our sidewalk for at least 3 years. 708 W Dixie

Weekday parking in Zone 4 has become nearly impossible since the recent ordinance change which combined Zones 4 & 5 AND the change to not allow zone 4 parkers to use empty metered spaces. Zone 4 is now filled with parkers from the Library and off-campus fraternity houses using visitor passes for their bros who drive in to park. HELP, Please.
The parking lines on the south side of the square are even more invisible than they were last year when I requested they be re-painted. I was told last summer that the painting was scheduled, and then it was winter and it hadn't been done. Then I was told it was scheduled for this past spring. It's still not done.
