This morning when I went to retrieve my trash and recycling bins after pick up, the recycling bin was missing. Please help!

My service dog in training, Harlee went missing today at approximately 1:15-1:30 a.m. She's got a black color with an American Flag Velcro patch on it, with a handle on her color as well, her leash has a handle right by the part where the leash connects onto the collar, as well as at the top of the leash. She's 3 months old.
