I just started renting here and both my trash and recycling containers are broken on top. The lids. So the recycling especially get wet when it rains. Can I get new lids or totes since I just started my own service here?

There is quite a bit of trash on the side of the road (both W. 17th St. and Monroe) and inside the fence of the Tri-North Middle School Property. I don't know if the school or the construction company is responsible for picking it up. But it's been there and accumulating for quite some time. Thank you.
