The swale to the west side of our home overfilled as storm water was backed up at the street drains which then flooded the window well to our basement on June 18-19. Although our yard is regularly flooded during heavy storms, the west swale was designed and dug by the City to carry excess water to the street. We believe this swale needs to be dug deeper and lined with rock to stop erosion from occurring to prevent future flooding of our basement. Please send an engineer to evaluate. This problem has been reported several times.

The whole stretch of East Moores Pike between Sare Rd and Andrew Circle needs drainage work. Whenever there's even a little rain the ground either side of the road drains into the road for a week after. There's black ice all over it pretty much all winter and it's a fast road on a steep hill. During even light rain it's deep enough to cause hydroplaning.

Water doesn't drain at all at this drain site. It pools in the street, and runs downhill overwhelming the drainage capacity on the other side of the circle down by 170 E Sunny Slopes Dr.

Our ask: Please retrench or otherwise definitively fix the water issue flowing from the high side of Brooks drive (addresses: 1213 and 1215) to the low side (address 2110 east Covenanter drive). Why: When heavy rains occur, high side water floods our yard and garden, resulting in 6 hours of work in clean up. History: In 2017 or thereabouts, the residents of 2110 east Covenanter reached out to the city regarding the water flow issue. At that time Phil Peden was the team lead. He showed me that the high side of Brooks had previously been trenched and there was piping under Brooks drive leading the water to Jackson Creek. He approached the 2 families in hopes of re-trenching, as he said it was the city’s responsibility to manage the water issue, as they had previously. Unfortunately, Phil was met with extreme resistance. To minimize neighbor impact, Phil’s team did trench some, and resolved 30% of the flow issue. He and I had a verbal agreement that I would try efforts on the low side of Brooks to protect my property from flooding. It seems that with the heavier rains, there remains a major issue of flooding despite years of my best attempts. At this time, I would appreciate further attention into this matter and a sustained / definitive fix from the city. Additionally, rocks from 1213 gravel drive continue to migrate across Brooks and deposit in my yard. I have been sweeping them back to their drive.

At the dead-end of 13th Street where it does not connect with Madison Street, there appears to be no drainage route for water to leave. During rain, it ponds, blocking the sidewalk and the road. The pond remains well after the rain stops. Can some provision for drainage be provided?

There is a drainage issue outside our neighbor’s home that is running in front of our home as well. The standing water has been there for about a year, is disgusting and has an odor that smells like fish. I am concerned about our children getting sick from getting this contaminated water on their hands and body. This is located on the cul-de-sac of S Bay Hill Court in Fieldstone Subdivision - specifically in front of 431 S Bay Hill Court. I am writing to bring attention to an issue I am facing as a new homeowner at 909 W Cardinal Ct, Bloomington, IN. There is a runoff in my backyard that originates from a creek in a nearby park. This runoff significantly affects the usability of my property, as I am unable to extend my backyard or fully maintain the lawn beyond my fenced-in area due to flooding. As the homeowner, I am responsible for cleaning and mowing the area on the other side of the fence, but i cannot access this space due to the water accumulation. I have reviewed the blueprint and property lines (LOT 4), and I do not believe there should be a body of water running through my backyard. I am also aware that my neighbors have previously complained about this issue, and I would like to resolve it so that I can fully enjoy and utilize my entire property. I would greatly appreciate your assistance in addressing this matter, as I am paying a substantial mortgage but am unable to fully access my entire property. Thank you for your time and consideration.
