two properties above us the road all the water on the road goes into the yard comes down toward are house crossing on road since it is all down hill into the neighbors beside us into my yard. it drains.in front of my garage and runs on my . about 3 to 4 inches of water on my side walk .side walk. also the road south of us also runs in neighbor east of my house also runs runs to my house. South of me there is a a large building about 40 feet long that doesn't have gutters it runs down across the road on neighbors which in turn runs toward my house. II have pictures to send in the mail which I wi8ll need to send you because I don't know how to send them in the mail. I have spent 400.00 to put a ridge to keep from running in my yard. I also had a drain dug in my drive about 4 feet from the fence running about 2 foot deep running toward the drain in the back of my house that cost me 650.00. I will write on the back of the picture that will explain what they are for when I send them thank you and I will write on the back . Also in front of garage my small car is on ramps so the water will not get my brake shoes wet and i have to not park my other car about7 feet from the garage so i can;t park a car behind my car. There are homeless encampments steadily increasing in number behind my house and those of my neighbors. There are now several in view of my windows. The amount of trash is staggering, including countless hypodermic needles. Trash is regularly set on fire by the residents of the encampments, producing noxious smoke that smells terrible and is surely not safe to breathe. The city needs to do something about these encampments. Open air drug use within feet of neighborhoods with young children should not be tolerated. I've been a resident of Bloomington for a decade and I'm strongly considering moving out of town due to the city's inability to address this issue. Please do something.

Water Quality

Our tap water is coming out of our sink with considerably less pressure than normal, and is an opaque white color. The water clears up in a few minutes and there is no lasting sediment, but it's happening with cold and hot water which is not normal for our house. We've recently had a snow plow get stuck on the fire hydrant outside of our home - not sure if that would be connected at all to this problem as the hydrant doesn't appear damaged. Thanks for looking into it!

Trash

This bag just showed up one day. I can't physically move it by myself, but I think it's on the city's right of way. I'm not sure so that's why I'm filling this out. It's on Watson and Bryan. Pic attached. I tried moving it, but I think it's filled with concrete or sand? It's been there for months. I would move it myself if I could, but it looks like people passing by are now throwing trash into it.

Traffic Suggestions

The two blocks of S. Banta Ave that connect Tapp Road to Ralston and West Graham have no sidewalks, and many children live in the vicinity (including my own). The Broadview Learning Center's playground a few blocks away is a major draw for the neighborhood children, both in houses and in apartment buildings up and down this road. However, the lack of traffic control on Ralston and the ability to cut up Banta Avenue from Tapp Road during times of the day when the Tapp/Rockport intersection becomes congested due to commuter and other traffic (especially those using it as a means to connect to 37), means that cars race up Banta to speed around the corner and shortcut to Rockport. Since the neighborhood children have no sidewalks here, or on Graham (which is a major route to the only park that is easily accessible), it is incredibly hazardous. If the city won't oversee the creation of sidewalks on these busy "shortcut" roads, could some signs and speed bumps be put in? Particularly on Banta, which is built on a hill up one side and down the other, irresponsible car traffic makes all the parents (and neighbors) frightened for our children. Additionally, the triangular corner of Rockport and Graham and Banta has no shoulder trimmed back from the large pine trees there, which not only makes it difficult to see around, but more hazardous for the many bus patrons that get off at the Countryview Apartments, and are forced to cut through the private property on the opposite side of the street, rather than risk being hit by a motorist that can't see them around that corner.

Blocked Sidewalk

2526 S Rogers ST

Residents at 2526 S Rogers St Bloomington, In 47403 have at least 2 of their 4+ cars and trucks consistently parked fully on the sidewalk that borders their property on Ralston. They're essentially using this sidewalk as a parking lot / repair area for their vehicles. This is not a temporary occurrence but something that is observed on a daily basis for many months.

Parking on Unimproved Surface

Residents have multiple cars and trucks parked across the full width of the sidewalk bordering their house. This extends beyond any staging or load-up for their food truck, and is a regular parking spot for their SUV, sedan, and guests. I reported this issue via "Blocked Sidewalk", and as a Broadview neighborhood officer I would appreciate a direct update on communication to these neighbors. Thanks so much.
