Is there any grant, funds to update neighborhood street lights? Our neighborhood was built in 1969 and the lights need to be updated. We would love to see the LED lights.

Traffic lights on 4th at 4th/College seem mis-timed, at least when I am driving east at 8:30 am. The College Ave lights, in front of Serendipity/Atlas, are red for about 7 seconds before the 4th St light turns green. The same light at 4th/Walnut turns at the expected time. I'm seeing people sneak through 4th/College some mornings because the one-way southbound College Ave traffic is so clearly stopped to our left.
Beige GMC Safari Van Florida license plate M716VP has been parked on the East side of N Maple Street at the intersection of W 7th Street for 30 days. Van has not been moved at all during this time. Van appears to be abandoned.

Large commercial type trailer parked along the street on a regular basis. This is not a Peppergrass vendor.
The bathroom at the lower cascades park has been locked the past 5 Saturdays and or Sundays that my family has visited. There is no "out of order" sign. But it worries me because there are hundreds of people that visit that park, especially on the weekends. I actually wondered if maybe the park itself is closed on weekends during the day (around 1 o'clock in the afternoon). So my questions are: -is the bathroom supposed to be locked during the day on the weekends? If not, -when will someone reopen it? -what are the hours that the park is actually open with access to the bathroom? I don't know if your responses to u-reports are public or even available to me (without leaving an email address). But I hope they are, so that the other parents can also be informed.
There are 3 large potholes at the intersection of S Rogers St and Phyllis Ct.
I often walk home from classes at Indiana University after dark. There are a few lights between N Dunn and N Grant along east bound 10th street that will consistently go out during my walk home. I would greatly appreciate someone looking into why they go out in that small section. It would greatly improve my visibility during my walk, as well as improve my sense of security.
