Hello My name is Annette Castillo. My family and I moved into Blue Ridge last July on N Blue Ridge Ct. I wanted to reach out to you concerning some issues and questions about the neighborhood. This morning there was a verbal argument with our next door neighbors. It escalated to the point of threats. This situation happened because the neighbor came outside to spray “weed killer” in the very section where my nephew was parked. He verbally told them to move. We have had issues with our neighbors since we moved in concerning property lines that they have claimed, and other issues of them not being very welcoming to our family. We have tried our best to avoid these encounters, but now we are at the point that for them to choose to physically harass our guests that visit our home is uncalled for. They have claimed to own the property where we have been reminded multiple times of not to mow and now not to walk on property. We took the initiative to go down to the city last August to verify their claims. The city printed out the property lines and stated that the property was a utility easement. We did not want any issues so we just went along with their claim. I was yelled at this afternoon and threatened to be “put down” by this neighbor today. He not only verbally harassed our family but then threatened to physically harm us. I am beyond words right now and was advised by the Bloomington Police Department to contact the neighborhood association. To ask if there was something we missed about parking on the street? Is that public parking? If not, what are the rules and regulation concerning the street parking? Also, is there anything in place with the HOA to file a complaint? Our property has a large locust tree that has lost several large branches in what we believe is the city right of way. One branch blocked the roadway until we were able to clear with our equipment. It has several additional large dead branches and the entire tree has a significant lean to the street and neighboring properties. It’s located just before our driveway which is actually on Pine Lane. Thank you.

When pressing the button to cross walking west across 3rd Street, cars turning right onto 3rd Street off of college avenue do not check for pedestrians and just gun it every time. The other issue is because the street is so wide, cars continue turning right onto college avenue off of 3rd Street as you're walking across and you have no idea if a big truck is in front of them. People also like to block the crosswalk with their vehicle on 3rd Street. Walking just a little further down, the same issue is common when trying to cross PLS drive and cars are continuously turning off of and onto PLS and 3rd Street without checking for pedestrians. I used to be a lot faster before my surgery, but they expect anyone walking to be quick and nimble and jump out of their way and back onto the sidewalk which can make you trip backwards and fall on your butt. I think that there is not enough to make drivers aware that there are pedestrians using that area as well even though there are buttons for crosswalks and painted lines on the road. Cars are only paying attention to the stoplights and other vehicles. I avoid this area whenever possible even though I used to love walking around the east side for exercise, doctor's appointments, and shopping. Some people even walk to the hospital. Not everyone using a crosswalk is a sports legend and I don't think that it's my responsibility to jump out of the way of fast moving cars after I've already started walking to cross the street after looking both left and right. Drivers need to understand that a pedestrian going west crossing 3rd Street cannot see vehicles coming behind them and turning right! I don't have eyes in the back of my head. There needs to be more bells whistles lights something to indicate to drivers that this is not safe.
