There is a crack in the culvert under I-69. It was made by welding a coiled plate of steel into a pipe, but one of the welds is broken/missing. This is causing soil near the broken weld to wash into the pipe. if left unchecked, it could create a cavity around the pipe and sinkhole under I-69. This location has multiple dogs that are left outside at all hours of the day and into the evening where the continuously barking Others in our neighborhood adjacent have contacted animal control in the past. With the freezing temperatures the dogs are constantly barking and crying at the back door to be let inside, but are rarely if ever let back in. This cannot be good for the dogs and causes issues for others in the neighborhood intending to get work done.
