Is there a valid reason for a "Temporarily Experiencing Homelessness" person to be carrying a Kobalt bolt cutter on Kirkwood near the library? Does Ace Pawn rent these now? Why would such a person need to be carrying a bolt cutter?

The curbs for the new bump-outs on Weatherstone need painted a bright color. It is hard for drivers to see the change in the road, especially at night, and if hit, would cause vehicle damage.
Neighbors used recycle cans as trash cans and it was not picked up. Trash has overflown onto sidewalk and resident parking lot.
