The street light in front of my neighbors house in front of 422 E University is intermittent. It turns itself off at random times and then comes back on a few minutes later. This problem has persisted for several months.
I tried reporting this online to Duke Energy, but their online tool doesn't show a street light on this block, so I'm hoping you can find out who takes care of this light and forward the information to the appropriate people.

Can the City require that garbage dumpsters be screened from the public and/or somehow protected from scavengers and other vermin? This location regularly has so much waste and refuse that it overfills the container and spills over, creating an eyesore, a health risk, and even at times blocking traffic.

Tenants are unsure about where the trash should be placed. They leave it beside the dumpster rather than inside, allowing vagrants and other vermin to dig through it and scatter it about. Can anything be done about this?

Dumpster was emptied on Monday. By Tuesday morning, it was again over-flowing with bags of crap everywhere (picture attached). Can fines be issued daily to the property management until they solve this perpetual problem?
