The alley way is covered with ice and is very hazardous, I came down this way on 12/3 and my car slid all the way down the hill. This needs attention ASAP please, very slick

Collecting and disposing of two plots’ worth of yard waste into easement — mounds toward the back of the address can be seen from street. Accumulation of leaves so great that water floods all adjacent yards after any amount of rain. Last year, at last, property owner paid for leaf removal that took 3 days for a team of 6 to clear tons of waste from his many years of accumulation. He warned all neighbors that he would not consider lawful disposal of leaves this year, instead chooses to fill the easement. Owner understands he is littering while flooding our yards. He also understands the accumulation is too deep and too huge to be considered composting. We are at a loss.
I don't know whether these streets are managed by the city or by Regency (or whoever owns the apartments and houses over here), but this morning, the entire stretch of road between the houses and the apartment buildings was solid ice. The road behind the apartment buildings wasn't much better. I slid all over the place trying to leave this morning, and since parking enforcement also never seems to monitor this area, the road between the apartments and the houses is always parked bumper-to-bumper along both sides. So I basically slid between two rows of cars with barely enough room to get through, just sort of praying that I didn't slide into a car. I managed to make it through unscathed, but SOMEONE needs to put salt or ice-melt down on these roads back here. I drove on stretches of solid ice all the way until I reached the road by the elementary school. The entire neighborhood back here was icy or snowy, and since there's too many people parked back through this entire area anyway, getting through there was a nightmare. This was a minor snowstorm in the grand scheme of things - frankly, I'm terrified of what will happen if/when we get a big storm. If the city is responsible for these roads, could someone PLEASE put salt/ice-melt down out here so we can drive safely? If the apartment and/or house owners are responsible for these roads, could someone PLEASE remind them that they need to salt the roads as well as the sidewalks? Thank you.
Instead of slowing down when motorists see pedestrians attempting to cross 3rd Street, they instead often speed up and appear to only have their eyes on the stoplight ahead of them and other cars, especially westbound traffic when the pedestrian is crossing the crosswalk from The Burger Bar to head south to the other side where the apartments, bus stop, and Pizza X is. East bound traffic is only slightly more gracious (likely because their eyes aren't fixed on a stop light that is around the corner and somewhat out of view.) Obviously, I would not walk out right in front of a car, but only cross when the Westbound traffic is high up on the hill, but they accelerate driving downhill regardless what color the stop light across from the police station is. They accelerate for red lights, even though they are hurrying up to wait. Just overall hostility and carelessness at this cross walk. Perhaps a push button with flashing lights would be appropriate here since drivers ignore the pedestrian signs and painted cross walk.
The construction site flood lights are left on all night, pointed into the houses. It is causing it to look like daytime at night time. Is there anything that can be done about it? No one is present working on the site until 6 am, but these lights are blinding.
Failed to remove snow from sidewalk. Now solid ice. Very treacherous on a high pedestrian and traffic volume road.
The area around the intersection of E 20th and N Washington St is a sheet of thick ice. I run a trash company here in town, and we are having issues servicing customers due to this issue.
Snow plow dumps 3 foot high pile across this sidewalk b/n E. State Ct. and Eagleson Ave. making pedestrian passage impossible. This happens every snow for years now. Was told at nearby dental office with plowed parking that city snow plow is doing this. The plower may not understand this snow dump is blocking a sidewalk that is used by many people.
Sidewalk is icey and dangerous. Hasn’t been cleared by apartment managers.
