Does Bloomington Transit empty trash every day at the stops? This can has been full for days, now it’s being piled into a Dollar General cart

Does this city code also apply to bus drivers? It's posted prominently all over the downtown Transit Center, and yet mutiple bus drivers enjoy their tobacco at the entrance to the parked buses while riders waiting to board are downwind of their smoke, unable to board. Does this mean anything, or does it only apply to riders?
Cars always blocking the wheelchair ramp and bus stop everyday
There seems to be a makeshift homeless camp being setup at the Brandon Court/Henderson bus stop near the Winslow Plaza and Bloomington South high school. They are using the bus stop bench and are under the tree behind the bus stop. The amount of people seem to be growing the last few days.
The bus stop and shelter located at the Southeast YMCA was removed a few months ago. Recently, the cement pad was "re-laid" in the same location. The shelter has yet to be replaced. Is there a plan to replace the shelter? Thank you. V/r, Mark
The number two bus is not detouring down first street like it is supposed to. It is traveling north on Rogers and then east on third. This completely bypasses the project school stop, which is used. The bus absolutely CAN make the turn from Rogers onto First despite the driver claiming they cannot. Thank you.
Cars always parked alongside the bus stop where the wheelchair ramp is bus turning off of West 15th can often not see me over SUVs and trucks parked along there I believe the city ordinances no parking but cars continue to park there because there is no sign or curb painted with enough room for the bus to pull over to the right almost missed the bus to work because I am small and cars were blocking as usual and I feel unsafe walking between cars to run out into the road and wave down the bus. A person in a wheelchair can certainly not be seen and would have difficulty Wheeling out into the street to the bus because there is not room for the bus to pull over and lower the lift on to the ramp attaching the road to the sidewalk have called City police for towing multiple times police drive close by look over and then drive away doing nothing
Alleyway has been blocked by pavers. Don't know by who to address
I've tried getting to the City of Bloomington phone app to work and report this, but can't get it to function correctly. This pick-up has been parked in the yellow at the intersection of 6th & Waldron for at least 2 months. It is partially blocking the road and makes negotiating the turn difficult and dangerous in inclimate weather especially. It now has a flat tire and very expired plates.
Car parked in yellow, nearly blocking road beatween houses
