This area does not have a left turn lane and I've been in multiple instances where the traffic has been backed up to the light because people are waiting to turn left. It seems when there are events or something at the Warehouse or Mill, traffic gets really bad. Any way to add a turn lane or remove the ability to turn left?

Caller to HAND reporting unsafe conditions & activity taking place in vacant house and shed that have been ongoing for at least two years. In addition to overgrown grass, that a Compliance Officer has been addressing/issuing citations for, there are people accessing the abandoned shed & vehicle leaving needles in the yard. She is concerned for the neighborhood children, her own safety when trying to run people off and the effect the problem is having on the adjacent properties. East 7th is unique in that it is two parallel roads each with its own signage. Stop signs have been installed, removed and reinstalled at various intersections. No where else is there traffic going the opposite direction (west) on both sides of an eastbound vehicular lane. Nor is there another pair of lanes going east with a westbound lane in between them anywhere else in town. The stop signs become more critical due to the additional complexity. Going east the vehicular lanes cannot see their signs. The bike next to me yesterday blew thru every sign while pointing at drivers at the intersections. When the motorized bike, electric scooter etc. keeps going as he did the car driver will instinctively assume the same especially if there isn't a sign visible until the last minute. Delivery trucks, city maintenance vehicles, and trash bins blocking one or the other at times create confusion. Remove the trees and, if a barrier is deemed necessary, plant low bushes.

Underneath the railroad viaduct, there is a substantial amount of one-inch gravel strewn across the bicycle lane.
Rain has washed piles of sand and gravel into the bicycle lane on N. College Ave. from Old State Route 37 to 11th Street. This creates a sliding hazard for bicyclists in close proximity to high-speed motor vehicles.
The street signs (i.e. S Henderson St and E 1st) are missing at this intersection.
