Utility cut in the road, no warning sign whatsoever.
"Tree-Keeper" database reports 56 Ailanthus altissima ("tree of heaven") trees being maintained by the City. Given this is an invasive plant and is known to be the primary food source for Lycorma delicatula (spotted lanternfly), should the City be obliged to remove these trees that are listed on the State list: ("Prohibited Invasive Terrestrial Plants [312 IAC 18-3-25]", https://ag.purdue.edu/department/entm/iisc/invasive-plants.html) ? If HAND is going to proactively threaten residents by "asking" them to remove something that is not on the State list (e.g., bamboo), it seems profoundly hypocritical for them to not address a serious ecological issue that they are helping to advance.
Resident (or visitor) driving a silver Ford Edge (IN-214EKW, I think) turned left (west) onto 11th Street from Lincoln and sped down the entire block against the one-way posted direction to get to Washington Street. This short block has no sidewalks and visibility is difficult given the mature, evergreen conifers in the area. People and animals are often walking in the street and are not expecting a careless driver to travel in that direction. This is definitely not the street to drive down the wrong way. Please advise this person that rules are there for a reason, and unilaterally disregarding them due to perceived inconvenience is selfish and uncivil, in addition to being a traffic violation.
Tree immediately in front of home on the street side of the sidewalk is in poor health. Most outer branches are not budding. Branches regularly break off during storms and I have concern that this tree as well as neighboring tree may fall at next significant wind storm. A previous report last year about this tree was marked as 'resolved' with a comment that it would be put on a list. However, I have no indication that this was ever followed up on.

Garage Sale on public property - blocking access
Large pothole on the south bound side of Liberty near Kroger and Buchettos entrance.
The City has run an over-sized pruner along the sidewalk of our backyard, tearing up the ground and my flowers next to the sidewalk (depicted by the yellow circle in the picture). A piece of fence picket (blue arrow) of our neighbor's 2 houses away was torn down and thrown behind our fence. Our next door neighbor's hostas plants were also damaged. I don't know how the City can revive our plants, but the muddy sidewalk and the hanging clippings need to be cleaned up. We have been keeping our section of the sidewalk clear and clean. We appreciate the City trying to clear the entire length of the sidewalk, however an appropriate machinery needs to be used so as not to do more damage than good. The crew had done a very poor job in this case. I hope no heavy pruning machine will be used on the sidewalk in the future, especially after the City had just repaired these cracked sidewalk.
Left a giant pile of trash and recycling out at the street outside of cans with open garbage bags with food waste that is spilling out into the street.
