Parking on Unimproved Surface

I have a quick question- On 13th St., between Fairview and Jackson, we have gravel shoulders between the paved street and the sidewalks, that are getting pretty worn down/muddy. Is it the Street Dept. responsibility to keep those maintained with fresh gravel, or the homeowner's responsibility? I'd love to have them turned back into treeplots, but I feel like that's a whole different discussion...
Any info would be appreciated! Thank you!

Trying to use the online bill pay service for water, but it repeatedly is erroring out on me. Here is the error (stack trace), better error handling would be great, as this is not human readable in terms of actions to take.. Server Error in '/eSuite.Utilities' Application. I would like to suggest sending a clean-up crew for the sidewalk on Gordon Drive East of Henderson behind the Sweetbriar neighborhood. I walked past there yesterday and it is filthy and full of debris. Placing about three trash cans along that road may also help.
I love Bloomington and really enjoy my walks both along the trails and in the neighborhoods. Cannot wait for the new the Switchyard Park!

Parking meter #7641, at the corner of Sixth Street and College, did not register the quarters that I put into the meter. It registered only two of my five quarters so I did not get all of the minutes I paid for.

Walnut Street Pike between Fairfax and Rhorer Rd has so many huge potholes. When turning off Fairfax, there is an area that is constantly flooded and is now sinking in.

Please place deer crossing signs on North Range Road. A screenshot of suggested locations on either end of the median is attached. While walking my dog last night, I saw a car driving around the bend way too fast, hit a deer, and just drove off. The deer has a badly broken back leg, but unfortunately hobbled back into the woods by the IU cross country course before I could get to him/her.
Especially with the construction going on with the new hospital, animals are being displaced and showing up around our apartment. Please place signs warning drivers of deer that may be crossing. I am willing to donate money for this if needed so contact me. Thank you.
