I understand the Council is voting on Ordinance 17-23 to amend Title 15 of the Municipal Code in regard to bicycles. Unfortunately, I am not able to attend any public comment session at the meeting. As such, I thought I would provide my comments via email as suggested by the city's website. I think this Ordinance provides the Council an opportunity to examine bicycle restrictions on certain roads in Bloomington during certain hours of the day when traffic is high. For example, I have encountered numerous occasions where bicyclists hold up the flow of traffic on Rhorer Road while heading eastbound and going up a hill near a private road entrance. I have noticed that drivers appear to become impatient and honk at the cyclists, and others pass the cyclists when they should not. I think the proceeding eastbound traffic also has no idea that traffic is being held up and it comes as a surprise when driving over the hill, because the westbound cars are often left of center to avoid the cyclists. Another example is on Sare Road. Bicyclists will often ride in large packs up or down Sare Road which halts traffic. I have seen these groups be as large as 15 or 20. Indiana Code § 9-21-8-2 requires drivers proceeding at less than normal speeds of traffic to get as close to the right-hand curb as practicable to enable safe passing. These large groups of bicyclists seem to either disregard Section 9-21-8-2 or are too large a group for motorists to safely pass. As proponents of the two-abreast laws will note, it takes longer to pass a long line of bicyclists than it does a compact group.
In short, I think reasonable temporal and geographical restrictions on certain roads for bicyclists would ensure their safety as well as the safety of other drivers and pedestrians. I would respectfully request the Council take that into consideration while it considers passage of Ordinance 17-23.

A trailer for a food truck has been parked on the street most of the time for the past 2-3 months. Is this legal? It's something of an obstacle when a vehicle is parked across from it.

There's a 3 way stop at this intersection. The cars coming off Runkle way toward S Welmir can't see clearly toward the oncoming cars off of 3rd street (the cars that don't stop) because of the bushes planted on the little divider. Almost got hit the other day creeping out so I could see!

S Sowder Square

Where Sowder Square meets Allendale Drive in Sherwood Oaks you cannot see traffic coming from the right. Almost everyone on Sowder Square has accidentally pulled out in front of traffic because they can't see traffic coming. The large bush needs to be removed before there is an accident and somebody gets hurt. Can you please take a look at this issue for the residents on Sowder Square. Thank you!

Walnut St Pk & Allendale Dr

When you drive west on Allendale Drive to Walnut Street Pike, you cannot see to the right when pulling out into traffic. Vehicles drive so fast on Walnut St. Pk. there is an accident waiting to happen. Trees and bushes need to be trimed back looking both left and right. There are a lot of senior citizens living in Sherwood Oaks so we need to make sure we do all we can do to make it safe for them. Please take a look at this problem. Thank you!

Please paint lane markers on Eagleson between Atwater and Third. I drive there twice a day and have seen 4 drivers in the wrong lane heading south on Eagleson since the street was repaved. Very dangerous.

300 S Rogers St

Please add more signage to 3rd and Rogers St. to discourage through traffic on W 3rd St. especially large trucks and vehicles with trailers. 4th St. & 3rd St. & Howe are all designated “neighborhood residential street” in the Bloomington Transportation Plan. They are to be “low speed and low volume”. There is a sign east of Rogers on 3rd. that says “No through trucks on 3rd St” but it is old and very faded. I am asking if a similar sign could be newly added to the two sign posts at Rogers that are of a picture of a black truck with a red circle crossing it out, add the written signs underneath that, is that possible? Thanks.
