For weeks now there has been a Kroger (?) cart full of bicycle parts plus a whole bike in the yard at 814 S Eastside Drive. The cart surely was stolen from a store. Can you check out this strange situation?

I live in the apartment building on the corner of 2nd and High street. The entrance to its parking lot is from High street, very close to the corner. Any time there's a car stopped at the light the entrance is blocked, and the light is delayed for those cars, so unless you are coming in from the south, you have to wait for those cars to go, blocking traffic behind you, or go around the block. Could it be possible to paint the sign in front of the parking lot entrance that cars should not stop there for the light, but a little further from the entrance, and should not block the entrance to the lot? Thank you for consideration!
