Drivers are not stopping at these stop signs. They treat as yield if they don't see pedestrians, or just driving through full speed as if there is no sign/bike path crossing

The issue is the street sign at the corner of Matlock and Headley. Someone had knocked the street sign down, which used to only indicate Headley Road as you were turning onto it from Matlock. The sign was finally replaced indicating both Headley Road and Matlock Road only they put it indicating the wrong road for each. In other words, the Headley Road sign is pointed towards Matlock Road and the Matlock Road sign is pointed to Headley Road. It needs to be rotated 90 degrees.
Good Morning, There are two Downtown Bloomington signs located on the north and south end of the sidewalk between College Avenue and the Justice Building at 301 North College. Unfortunately, they have lost their luster, the anchoring points are looking suspect and they are impeding the maintenance teams ability to remove snow. I believe these signs are located in the COB right-of-way and assume that there is a formal process to request relocation elsewhere. Preferably down the street in either direction. People are parking on the south side of Cottage Grove just west of Lincoln, which normally is ok but they are parking *all the way to the corner* of Lincoln, making it difficult to turn left onto Cottage Grove from Lincoln. But they really can't be blamed because the yellow curb there was ripped up over the summer when they put in the ADA-compliant plates and then didn't finish the job. Could the curbs indicating no-parking sections in this area be repainted yellow?
On our ring camera we caught a group of men rip the sign out of the ground and leave it on our lawn. We are unsure what to do and wondering if someone can come fix it.
The street light at 17th and Woodlawn is intermittently skipping eastbound & westbound traffic. The northbound/southbound light will turn green, yellow, red, then immediately back to green - not allowing eastbound/westbound traffic to move. Traffic often sits through 3-4 cycles before getting a green light.
