After reading about the variance denied to the property owner, Randy Lloyd, I couldn’t help but think about the current use of the site at or about 113 E Kirkwood. This property sits in an overlay that does not permit surface parking. I can’t find any use in the UDO where parking is allowed when not attached to a structure, and I specifically remember a number of discussions regarding this issue. In particular the Methodist Church’s desire to convert the footprint of the old post office to surface parking. I believe that had to turn it into green space. I also have concerns that this lot is 100% impervious. 20.4.20 I just don’t see how this use satisfies the spirit of the Comprehensive Plan, the existing UDO, or is consistent w previous use determinations. Further, the owner expanded the parking from what was there pre-demolition of the 4th street garage without any public review. Finally, I doubt this parcel meets the requirements of 18.12.10. How would BFD access or service a car fire on this parcel? It’s too narrow to get truck in there and difficult to service from the alley. This use may have been over looked during the demolition and reconstruction of the 4th street garage, even though parking was not really needed downtown during the pandemic, however, it’s time for enforcement against this parcel and other nonconforming uses.

Refusing to allow customers to pay 20% of towing fees to retrieve car, and set up a payment agreement for the remaining balance, also in violation of 20-03. Multiple complaints of predatory and illegal towing. Against city noise ordinances by loudly towing cars from residential areas during quiet hours.

Shut down Anthony’s pets. A video on Twitter is going viral or a puppy that is very low malnutrition. Every time I’ve gone there the animals seem neglected and not cared for correctly.
I am very annoyed by the new Tap bar on the corner of College and Kirkwood in the center of our downtown because they broadcast through speakers to the sidewalk area anything and everything: TV, sports casts, music, live entertainment. It is annoying and inappropriate for that area of the downtown. I think it cheapens the area. Can anything be done to stop it?
Saraga Oriental Market at 1305 S College Mall Rd, Bloomington, IN 47401 has a credit card processing system that is so old it takes 5 minutes for each transaction. Recently, even that broke down and so they stopped printing out credit card receipts and just give out slips of the total amount that was presumably charged to the credit card, without any information about what items were purchased and what quantity and so on. I say presumably because I've also read on student boards that sometimes Saraga charge 2-3 times for the same transaction, probably because the credit card processor is so old. Could this be cause for a tax audit? It would certainly be a cause for a better business investigation.
What are the requirements for residential living quarters in a commercial building. There is a person with living in the Fell Building at 4th & Rogers. There is no door other than a overhead door for entrance & exit from his loft.
