Trash collectors hit my mailbox
Our new trash bin is consistently only half emptied on pickup days. Can anything be done to ensure it is fully emptied?

There are 2 trash containers in front of the house on First at the corner of Henderson (house number is not visible: next to what looks like 52?. One is on the sidewalk, one is on the grass. Seen on Thursday at about 5 pm! These tenants are repeat offenders, otherwise we would not bother to bring it to your attention.
How do I pay the trash/recycling bill?
Anonymous caller said there are 10-12 bags of trash (some open) in the backyard of 728 W. Allen Street. He also said the grass at the location is very high and the the former tenant hasn't been around for awhile.
