Trash container still on curb Friday after Monday pickup

Bag of trash not taken, wondering why. We had placed it in our proper city trash container and put by the side of the road like always. The white plastic bag of trash was dumped out and left near the can. I have pictures if any questions. If it was just a mistake, no problem. But we need to know if there is a reason it was not acceptable.

Tenants moved out and left a pile of trash in the front of the house, but the "landlord" does not respond to complaints (Jeff Jones, Pendragon). Can the City do anything about it?

NEUGHOR TRASH ALL OVER THE STREET

This bag just showed up one day. I can't physically move it by myself, but I think it's on the city's right of way. I'm not sure so that's why I'm filling this out. It's on Watson and Bryan. Pic attached. I tried moving it, but I think it's filled with concrete or sand? It's been there for months. I would move it myself if I could, but it looks like people passing by are now throwing trash into it.
