When we went to bring our trash and recycling bins back to the house this morning, the wheel was broken off of the recycling bin. Do we have to buy a replacement? If so, how much? Thank you!

Cart 0917011265 small trash has a broken left wheel. Black plastic wheel broken. Still attached somewhat but if can be fixed or replaced that would be great!
The lid on my trash bin is slightly bent. I can get it to close, but after the trash is picked up, it won't close completely. If it is raining, the bin fills with water. Can someone fix this? Thank you!
My trash/recycle was not picked up this past Monday since a car parked too close to the containers. Sanitation person said she would arrange a pickup om Friday. NO ONE PICKED UPI MY TRASH. I contacted them again and the switchboard person said she would email them to call me. NO ONE CALLED ME BACK. I contacted the Mayors office and the recording said to leave a my phone # to receive a call back. NO ONE CALLED ME BACK. I understand there are phone problems but it should not mean that the residents of this city should be neglected. Regardless of the phones, my trash should have been picked up on Friday.
