Since the dismantle of 2 homeless camps last week they seem to have migrated down the b line to a wooded area in a residential area within a block of a boys and girls club, and 3 blocks away from a middle school. between 11th street and cottage grove ave on Summit st. The city just towed a few abandoned cars from this street a week ago. Now their is more cars that people are clearly living in. They are setting up tents and seating areas like its their living room, theirs tents popping up in the woods along this road, and the TRASH and SMELL is getting out of hand. This is becoming a safety hazard for children who walk home from the school and boys and girls club in the surrounding areas as this is a school zone. The people residing in this "camp" scream, argue, fight, and curse loudly at all hours of the day and night. They block traffic loitering by the cars and scream at any car that tries to get through them, and have animals who are leaving droppings everywhere and no one picks it up. This is also encouraging people to start parking rv's in this area as well, and it is turning into "skid row". PLEASE do not let this camp get set up and get as bead as the two you just dismantled. It will be harder to get them to leave the longer you wait to address this. I have found several syringes in my yard along the alley so their is clearly drugs being used and distributed at this new homeless camp on SUMMIT st. in between 11th st & Cottage grove ave. To whom it may concern, The following describes multiple code violations from Chandler Automotive that I noticed/experienced during the process of retrieving my towed car from their site. I have video/audio evidence of the violations, and I would prefer if someone reached out to me so I can submit these as proof. It will only allow me to upload images through this submission form. Thank you: BMC 4.32.140(b): Called the number at around 5:30pm to ask to retrieve car, employee stated that she will not be able to get my car until about 9:30/10pm. This is in violation of part 1 of section B, as well as violation of part 2 of section B, since this was well outside the sixty minutes. I recorded the phone call where the employee told me 10pm. Please reach out if you would like this evidence. BMC 4.32.140(f): The invoice, see attached, is not itemized correctly pursuant to the requirements of I.C. 24-14-5-1. The invoice is missing/incorrectly accounted for the following: - I.C. 24-14-5-1(4)(D) - No VIN number. - I.C. 24-14-5-1(4)(C) - No year. - I.C. 24-14-5-1(5) - License plate # is incorrect. - I.C. 24-14-5-1(C) - No explanation is given for the additional charges incurred, which is required here. BMC 4.32.130(a)(2) - The company attempted to charge me $185 for the tow. One $25 charge being a go jack fee, and the other being a dollies fee. Since a go jack fee is a special fee, the total for those should not be $50 according to the code, but a maximum of $25. They corrected this upon me providing them a copy of the code. However, I have audio recording of them attempting to charge me that amount, and being unable to explain these additional charges. BMC 4.32.120(a) - As stated above, the towing company failed to comply with applicable state law in the invoice. BMC 4.32.120(e) - The vehicle was not able to be claimed upon calling at 5:30pm on 4/18/2024. Please reach out for a copy of the evidence as I am not able to upload it here. These laws were created by the legislature with the intention to be construed strictly due to the stated purpose of this chapter being to protect the public from unconscionable practices (BMC 4.32.010). Please reach out to me if you have any additional questions. I plan on following up in fourteen (14) days if I have not heard back from the city on this matter by that time. There are a few grass-cutting services in town that use loud, industrial, gasoline-powered equipment that is designed and intended for use on large fields/cemeteries/etc., but they are instead being used on small, residential plots up close to neighboring properties whose residents do not appreciate the noise, hazards, and pollution produced by these dangerous machines. Are there any City regulations about the use of such equipment in the city limits? For example, the property immediately adjacent to the Grant Street Inn on 7th Street uses such a service. The large equipment is startingly disruptive and annoying.

Call received to HAND from adjacent property owner. There is also a uReport under address 812 W 3rd that is duplicative. People are living year-round in an RV parked on an unimproved surface at 220 S. Maple Street. They have been there for about 18 months. I previously reported them to H.AN.D. and the city's legal department. There are also 3-5 other cars parked in the small property lot at all times. The man is apparently fixing cars for others. Various articles and garbage bags are often strewn about. Their has been many domestic violence and nuisance reports to the police and fire department during this time.

Sunday afternoons, even in the downtown area, should be a chance the peaceful enjoyment the premises of one's own abode. Today, however, the noise from the sidewalk musicians who are somehow sponsored by the record store on the east side of Walnut just south of Sixth Street, makes any peaceful enjoyment impossible. I have my windows shut, even though I should be able to have them open on a day as warm as this, and even though the windows are shut, the noise is quite intrusive. Does Bloomington not have a prohibition against this kind of use of the public right of way? Don't you need a permit, or can any business just say: Hey come play the drums and electric guitar out in front of my shop? More maybe they do have a permit. If they do, they should post it so everyone can see that it is allowed. I understand a certain amount of weird noises are part and parcel of downtown living. But this seems like an abuse of the downtown public sphere. Thanks for whatever you are able to do to help make downtown Bloomington actually livable.

Last summer I contacted the city (Ureport case 192429) regarding city trees in my front yard (tulip poplar) that were infected by a "tulip tree scale" insect. I live in Tamarron and there are a number of other tulip poplar trees infected by the same bug. Haskell Smith said to contact him this spring to let him know and the city will treat the trees to keep them from dying. Front door is ajar, windows in rear are open, dettached structure in rear is structurally unsafe, SW corner support post has deteriorated causing structure to lean out of square, roof at the peak is open, windows are broken out, etc. In-ground pool is failing and deteriorated, rodent problem.

Your location finder isn't accurate, the true address is 1435 N Kinser Pk. There is a large tree at this address that is partially dead and dying. Part of this tree hangs over onto this property, 1431 N Kinser Pk, but the majority hangs over the street. I spoke with the property owner about this tree back in mid April about him taking care of this hazard. Nothing got done and he moved. Early summer a large limb fell into the street one night obstructing traffic and about 2 weeks ago another large limb fell into our driveway, damaging our fence. As time goes by, more of this tree is dying and at some point it's going to fall into the street,blocking both lanes,taking out the power and phone lines and hopefully not injuring anyone. The mail carrier doesn't stop there anymore so I guess he had his mail forwarded.
