To Whom It May Concern, I am writing to formally report an ongoing issue with a neighboring property located at 111 W Southern Dr. The resident, Ashley, owns three dogs. One of them, a dog named Ruby, consistently exhibits aggressive and disruptive behavior that has significantly impacted our quality of life. Ruby barks incessantly, often for prolonged periods, particularly when we are outside on our front porch or tending to our garden. Despite multiple opportunities to address the situation, Ashley has made it clear that she does not consider the barking a problem, stating that because it does not bother her, it should not bother anyone else. This dismissive attitude has left us with no reasonable resolution and has effectively driven me away from gardening—a once peaceful and restorative activity for me. In addition to the constant barking, Ruby regularly escapes into our yard, approaching us with hackles raised, barking and snarling aggressively. This behavior is alarming and feels threatening, especially when we are simply trying to enjoy our own property. When anyone walks by the house, even with Ashley present, Ruby behaves similarly, charging at pedestrians and displaying aggressive posturing. I am aware of at least one incident in which Ruby’s behavior caused such fear that she was sprayed with mace. Despite repeated concerns from neighbors, Ashley continues to disregard the issue. She claims the dogs are "working dogs" and that their behavior is normal for the breed. However, they are not being worked, socialized, or exercised in any meaningful way. They are rarely seen off the porch or in environments like dog parks where they might interact with other dogs or people. Given that Switchyard Park is essentially our front yard and a public, family-friendly space, this level of negligence is particularly troubling. I regret not filing this report sooner. I have been patient for years in hopes that the situation would improve, but the lack of responsibility and disregard for the safety and comfort of others has reached a point where formal action is necessary. There appears to be a small homeless camp in the backyard behind the unoccupied house with a tent and two abandoned vehicles. The house itself has been vacant for many years and none of the people staying there seem to be entering the home. A relative of the people who own the house, a man named Bob, began staying in the backyard over a year ago, but he has since left and other people are now staying there in his absence. Recently, neighbors have found human feces and needles in their yard nearby, creating sanitary concerns, as well as heard a woman yelling in what sounded like distress at night. Outreach to the family of the property owner has not been successful so far, so I’m hoping someone could please look into this situation. Thank you!

Items left in alley — there is a suitcase and some trash bags that appear to be someone’s possessions in the alley that runs East-West between E 15th and E 16 th Street (N Walnut and Washington are the cross streets.

Since the dismantle of 2 homeless camps last week they seem to have migrated down the b line to a wooded area in a residential area within a block of a boys and girls club, and 3 blocks away from a middle school. between 11th street and cottage grove ave on Summit st. The city just towed a few abandoned cars from this street a week ago. Now their is more cars that people are clearly living in. They are setting up tents and seating areas like its their living room, theirs tents popping up in the woods along this road, and the TRASH and SMELL is getting out of hand. This is becoming a safety hazard for children who walk home from the school and boys and girls club in the surrounding areas as this is a school zone. The people residing in this "camp" scream, argue, fight, and curse loudly at all hours of the day and night. They block traffic loitering by the cars and scream at any car that tries to get through them, and have animals who are leaving droppings everywhere and no one picks it up. This is also encouraging people to start parking rv's in this area as well, and it is turning into "skid row". PLEASE do not let this camp get set up and get as bead as the two you just dismantled. It will be harder to get them to leave the longer you wait to address this. I have found several syringes in my yard along the alley so their is clearly drugs being used and distributed at this new homeless camp on SUMMIT st. in between 11th st & Cottage grove ave. Right across from the gas station on 11th. thank you.

There is a homeless camp developing in the woods on North Summit Street, between W 11th St and W Cottage Grove Ave. We live right next door on W Cottage Grove Ave. There are mountains of trash accumulating, used syringes on the ground, broken glass, yelling and screaming at all hours of the day and night, people loitering in the middle of the street so people can't get through, people changing in the street, broken glass, and numerous inoperable vehicles taking up the entire street that some are living in, in addition to the tents. I understand this may be private property, but given that we got a fine simply for our trash bin accidentally being outside an extra day, there has to be something that can be done. We will continue to report it and report it until it is handled effectively. I do not feel safe or comfortable going to and from my house or walking my dogs, and there are several children that live in this vicinity. The Boys and Girls Club and Middle School are right down the road. I know the homeless issue is rampant in Bloomington and there were two recent homeless campsite evictions. In the news, one of the homeless men interviewed said they were just going to move further down the B-Line. Well, here they are. This isn't safe or sanitary and is disturbing the peace of mind of the hardworking individuals who actually live here.
