Light pollution Bright unshielded lights on property exterior

There are exterior lights that are very bright and unshaded on the east side of this house that are lighting up neighboring properties. This has been documented by the city as light trespass and is a code violation, but seems like nothing is being done about this. They have been left on for days, day and night, and it is disruptive to nature and it is annoying. Is it ok because they have a million dollar house? Please enforce this. Thank you for giving this your attention.

the street sign has been knocked down at the corner of High & Arden. Looks like someone drove into it. there are tire tracks thru the grass. This is also a bus stop sign for routes 4 and 5.

I wonder what can be done about 2102 E. Wimbleton Lane in southeast Bloomington. No one has lived there a several years. Someone does cut the lawn, but the house is aging and in disrepair. In the past months, the gutter over the garage is falling off and the house is becoming a real eye-sore. Can anything be done to locate the owners and have them keep up maintenance on the house? WATER PIPES SHAKING VIOLENTLY

I moved here about four months ago, and it has alarmed me how many times I've seen people holding a cell phone up to their ear while driving! All over town. This morning I was seeing my kids off on the school bus, and the guy behind the bus was talking on the phone as he followed them. If you could put out a public advisory or something, that would be great! Thanks.
