Car parked in the alley way between 311-315 Arbutus. Caller does not know if the car is parked in the alley or in a yard. It has been there for 3 years.

On the weekends a car is parked in the yard of this property adjacent to the alley, but they move it during the week day. Can parking issue fines on weekends? The property as a whole is disgrace and looks like a shack, dragging down property values. Who would want to live near people like this?
