Dumpster in alley off LIncoln between 7th and 8th has trash strewn around it constantly with flies and rats there because of the mess. Mr. Hater has called HAND (he thinks) about this problem repeatedly with no results.

Caller lives next to Bryan Park. She said she asked for a trash can @ entrance to the park last year and now it is gone. There is trash everywhere. She and her husband are in their 70's and have been cleaning trash @ the park for 40 years. She wants another trash can and big sign "NO LITTERING."
