Complainant called to report that the vacant house located at 1401 S. Rogers appears to be unsafe, is badly unkept and she believes that homeless people are entering the house at night. She owns the rental next to it (1405 S. Rogers) and states that because of the overall condition of the house it effects her ability to attract good renters.
