Tree blocking my neighbors and myself from entering/leaving. Is my street an actual street? Or just considered that at tax time?

This sidewalk is often blocked but today it was so bad i had to walk in the street (I'm in the street in the attached photo). Some other parking situation needs to be figured out at the surplus store because there's absolutely no way someone with mobility issues could navigate that most of the time.
The parking area behind this address has parking blocks lining it. Citizen damaged vehicle trying to turn into north/south alley having to avoid parking blocks. Thinks blocks may be too close to the alley.
improved alley blocked with fallen limbs. The alley was improved by the property owners. the city was to maintain the alley after the improvement.
Tree fallen across half of the road. Residents have not fine anything to clear it yet.
cars parked east of house , adjecent to alley, encroach into the alley so traffic is blocked from travel
New tenants are parking in the alley.
Construction workers were blocking the driveway at the home and make it impossible to leave the driveway. The driveway has a massive curb that will ruin the front of the car if you were to drive over it. Lead to the side of my car getting scraped up due to these workers not parking in the street. There is no need to be parking in a residents driveway

In response to case #198944 - this property does not actually have a driveway, though there is a gravel area next to the house that can accommodate two small vehicles. (Side note: the out-building next to the house actually extends over the property line.) The gravel area east of the house is formally an alley that is indeed sometimes blocked by construction/maintenance/utility workers, but more often is regularly blocked by the tenants of this house themselves and their friends who park there and/or their trash containers, preventing others from using the alley.
