Curb box at NW corner of Blair and 11th appears to have a slow leak. When I lift the cap, the pipe is filled with water and slowly spilling out onto the sidewalk.

water pressure is almost non-existent and barely runs when sinks are turned on. shower does not have any water at all when turned on.

Odd odor with the water coming from all faucets. Smells almost like cleaning solution.
