Rental house, not shoveling

I would like to have a welfare check done on dogs/puppies in 3218 S. Walnut Springs Dr apartment. I can hear multiple puppies in a crate barking and trying to get out all day. I have never seen them actually take the puppies out. This has been going on for months but people were at least home/in and out. The past few days, as far as I am aware, people have not been at the apartment much. I am concerned about the state of the puppies and the potential that they have been abandoned in the apartment.

During some construction of some sort, dealing with the power lines in the alley to the left of my house, the case must have been brittle and they broke the lid to the water mane. They put an orange traffic cone over the hole, but it did not help anything. Due to it being open to the elements. My water mane froze. Im not sure if there is anything that can be done. But if someone could come by, replace the cover, and fix the water issue, it would be very helpful. Due to this issue, we have no running water.

I would love to see a proper crosswalk and sidewalks added at all sides of the Rogers and Rockport intersection. I would also like to request a completed sidewalk added to the east side of Rogers between Rockport and the Switchyard Park entrance. Families from Rockport Hills and the surrounding neighborhoods often walk over to Switchyard Park and I personally have had and witnessed numerous close calls attempting to cross Rogers to enter Switchyard Park on foot. It would be great to have some sort of crosswalk added at the Switchyard entrance to aid those on foot trying to cross Rogers and enter the park. During larger events when the park parking lot fills up, there is overflow parking in the field in front of Catalent. Then a huge flow of people are forced to wait for traffic in order to essentially jaywalk into the park. It seems to me that some infrastructure improvements are needed for this area of Rogers St. to facilitate the main entrance to one of the largest parks in the city. Finally, I think it would be great to have some sort of high retaining wall built around the massive eye-sore electrical transfer station directly across from the park entrance (similar to the one built right next to the Upland Woodshop). The steps and sidewalks never got treated for snow and ice. Ours is still covered and dangerous.

Lots of ice built up on sidewalk on south side of Wiley, just east of Washington. Had to be 5 square feet and 2 inches thick

Tree is making cracking noise and the limb hangs over the sidewalk and street. Sap is frozen and high winds may make the limb fall anytime soon. Anthony’s tree and lawn service also looked at the tree. Not sure if it’s a City tree or not.

Can street lights be added to these two poles? Our neighborhood has had a huge influx of crime. It would benefit the neighborhood to have better lighting.
