Black dog "Dexter" frequently loose in neighbor's yards. Newer dog (very small breed/puppy?) named... butter? left outside for 4+ hours at a time and barks constantly while left outside. Please, these folks need to contain their animals and provide better care for them

I went to retrieve my car at the 4th street parking garage last night after attending an event at the Waldron. When I got off the elevator on the 2nd floor I was approached by some disheveled guy who started cussing at me in an aggressive manner. I just turned away and went to my car. He kept cussing and got on the elevator.

Citation #25204400447 issued 2/7/2025 to my vehicle a silver Subaru Forrester for $30.00 indicates that I did not pay to park. I have enclosed my receipt that I, in fact, DID pay $3.50 for up to 9:14 pm and I also have my receipt from Discover card showing payment to Park Mobile starting at 6:14pm for $3.50 but wasn't able to include more than 1 photo. I have other photos of proof, 1 with details that I had paid from 6:14-9:14 but we left around 7:30. Another one sent at 8:59 pm from Park Mobile that my session was about to expire. At that time we were already home. We are elderly and obviously handicapped, please take care of this issue. Contact me at 812-345-5677 if you need further proof that I paid to park. I live in Brandywine Ct in Bloomington and have had a disgusting smell in my water for the last 4-5 days. It smells like dirt and it tastes like dirt. From what I have read, this is because of algae blooms in Lake Monroe. Except all information says it happens every summer and fall. It's February and freezing cold. Why is this happening now? Any ide how long this will last? I just paid a fortune for dispensers and Brita Elite filters one week before this started. The Elite filters do nothing to remove the smell or taste. Just the thought of why the lake smells so bad is nauseating. This day and age, there has to be something available to eliminate the disgusting smell and taste. We can't drink bottled water because of pfas and pfos. So what are we left with? Expensive water bottled in glass. Who can afford that on an ongoing basis? Honestly, you cannot expect people to drink that disgusting water.
