Trash bin left overturned and spilled everywhere

Residents at this house have left beer cans and solo cups scattered in the yard among other trash. It’s been blowing away into the alley ways. On top of that as well, they have an improperly stored trash bin in the road which has been tipped over and is actively spilling into the road. They also put up caution tape around their yard which has come loose and has also blown into the road as well. All of this is in their back yard which is facing me. I live at 415 S Grant St. I would really appreciate if someone came out to check it out and either clean it up or tell the residence to clean it up, I really care about the local environment and I’ve noticed small animals eating out of the garbage.
They are pouring drinks and liquid (not water) including straws, limes, plastic from cups into the sewage drain by the building.
Two days after trash pickup bins are still on the sidewalk (one has been on the sidewalk over a week)
Not the best trash service this morning. I put nothing at the curb last night and this morning the alley is blocked by uncollected trash. The garbage container at far right belongs at 717 S Park and has been at the curb for more than a week now. The others belong across the street at 716 and are regularly retrieved.
Tree from adjoining property fell on and damaged our property.
Pothole at traffic light utility access on east side of the west bound lane on Winslow adjacent to stop line. Asphalt surrounding the concrete access point is missing
Currently, the city only has one method for filing noise complaints, which is to call the number listed on the city's website. Having only one reporting method is extremely ineffective, and limiting the reporting method to only verbal communication creates a barrier for accessibility. There are individuals who cannot communicate over the phone - like me. Illness stole my voice years ago, but my hearing was not impacted - I still hear the noise. I just can't report it. Not sure what an adequate fix would be, as it would have to be something that is regularly monitored. (Address provided is rough estimate of area where heavy bass plays frequently, it could be one of these houses or an apartment building - I needed to put a location on the map, so I included that one.)
