Former tenant moved out house is empty. Abandonded vehicle, piles of trash & old furniture at the side of the house. Rats in the trash. Door handle on the front door has been wrenched off so anyone can and is going in. Old door, trash, screens, & screen door on back porch. She called BPD when seeing what appeared to be lighters flickering. 2 men were arrested.

Caller stated that there are still 2 mattresses at the side of the house and many bags of trash in the side and back yard. He has called several times and gotten no return call from inspector.
