MORRIS AND EXPLAINED THAT G&S WERE BEING HELD ACCOUNTABLE FOR COMPLETING THE DRAINAGE DITCH AND THEY WOULD NO LONGER BE ABLE TO OBTAIN A PERMIT FOR FURTHOR DEVELOPEMENT UNTIL THEY COMPLETED THE DRAINAGE DITCH.
