Our wheel fell off of our trash bin and it broke the plastic piece and it wont come back on. So i was wondering do we get a replacement or do we just fix it our selves?

I just wanted to send a thank you to the recycling people who take care of our neighborhood. Today I watched them walk up the driveway to get my bin that I'd forgotten to put near the road. Please let them know I really appreciate them!
Driver operates this vehicle while it is full to the brim with garbage. He is unable to see behind him effectively enough to avoid hitting things when he backs up. He hit a car at my house a second time because of his inability to see out of the windows in his vehicle. Please help!
The vehicle in the photo has two flat tires and sits full of garbage in the driveway.
Hoarder lives here. His house is so full he cannot open the garage. He can barely open his front door. The clutter is spilling into the driveway and lawn. Two vehicles in the drive are as full as possible with stuff.
Bush at the corner of the property near the intersection needs to be trimmed back to make traffic more visible. The bush makes it hard to see oncoming traffic coming over the hill toward the intersection.
Pack rat! The renter at this location has so much clutter in his vehicle, he has hit a car at our house twice. His vehicles are so full of clutter he is unable to see around him. His home is just as full has his vehicles. He is a complete packrat and his stuff is all over the property.
Caller said trash is all around the house, on every side. They have mattresses in the yard.
This morning, I was attacked by a dog at 3101 N Kingsley Dr, Bloomington, IN 47404. The property owner left the dog in the front yard unattended while he was inside the home. I hollered for the owner when I saw the unrestrained dog coming toward me. The owner came out of the house through the front door and went towards his dog as it approached me. His dog attacked me in the road before the owner was able to restrain him and put the animal back in the home. Last week, my daughter was attacked by the same animal at the same location. I was not present when she was attacked but she described a similar situation of the dog being unattended outdoors and the owner was nowhere to be found. I would like to formally file a complaint about this pet owner and request an animal control officer communicate with him about his rights and responsibilities, as well as consequences for not abiding the rules.
This structure was struck by a vehicle and is in very bad shape.
