Our neighbors at 2400 s Madison often leave their dog outside all day, and it barks nonstop. It often gets out of it's fenced yard and aggressively corners people walking the neighborhood and lunges at other dogs on leash and people. I have called a live complaint to animal control recently, and my wife has in the past, but most recently the owners took the dog in their car, drove around the corner, and waited for animal control to leave and then came back, at which point the dog was immediately wandering around the neighborhood while they were inside ignoring it for several hours. The owners are clearly negligent and have not made any effort to protect others or this dog in situations where he is being aggressive and they have been asked to intervene directly and even become irate claiming the dog "has the right to" the neighborhood.
Today I am writing this complaint because the dog has been outside barking every few seconds for the past 8 hours, and for the middle of the day was free and roaming the surrounding intersection. I do not see a car at my neighbors home and am not even sure if they are there.

Sidewalk & Curb Complaints

The right side of the street has no parking signs that can't be seen and no part of the curb is yellow. Starting at the first house as it curves numerous cars like to park at night on that side going up to spring Street. From the first house up 2 the first stop sign have people. Parking on the no parking side. We've asked them 2 stop, but maybe because this is a dead end street the city hasn't addressed the brush blocking the signs And no yellow curbs. My girlfriend hit a truck parked illegally at night last week. Sorry. To ramble but we need this addressed B4 someone gets hurt/ and or winter gets here

Property is a shameful site for our community and visitors. There's Trash, probably used needles, mattresses, and an awful infestation of rats. This is an issue that has been ongoing and needs the city's intervention now. Please address this. I'm ashamed to have visors to my hometown.

Numerous junk vehicles at this location that meet the city code description of "abandoned" City code 15.04.020 section 6 - vehicles more than three years old that have not moved for 20 days that are in public view. They are not even registered! 2 of these vehicles are parked on unimproved surfaces - also this property is a junk yard.

Kinser Pike road and sidewalk have been destroyed after the construction and gas line work. Why are you all just letting it be f'd up for so long? These need repaired ASAP before winter so the ice and snow don't exacerbate the already dangerous area. Shame we aren't IU or Eastside a-holes or you all would've had your nodes up our asses day after construction ended
