From Adams St to Roger St along 5th St there at least 4 overhead street lights out which I observed on the way into town. In addition I observed 3 non-overhead lights out. if there is a time when all the street lights everywhere in the city should be working it is during a dark winter night.

On west side of train underpass on Rogers\Madison between 11th and 14th, just in front of Hoosier Workwear. Dead skunk.
Just north of tenth st on west sidewalk of college ave there is a hard drainage pipe impinging on pedestrian shin zone.
Cars routinely parked on the lawn, specifically on weekends.
